Bridge lights flaring

Canada Day 2004, trying to get a picture of the Alexndria Bridge. What I think I intended to be a time-lapse of the traffic on the bridge ended up being a really strange enigma. The lights on the bridge look like I moved the camera, but the people in front of me say otherwise?
